I'm visitor from Taiwan. I visited Milano, Italy during 14/Oct/2019-18/Oct/2019 and rented a car from Locauto rental car company.
Here I have 2 questions about the extra charges from Locauto and traffic fines.
1. During the travel, I did not know the traffic rules about ZTL in Italy old towns and carelessly violate the traffic rule for seven times (I got 7 notifications from Locauto on 19/Dec/2019). Moreover, there are 5 traffic fines are reported in only one hour. I'd like to know if it is possible to ask the traffic competent authorities to revoke some traffic fines, especially the 5 fines in only one hour? because I violate the rule without know special rule only in italy.
2. The rental car company Locauto charged me 40 euros for 7 time for this rule "Locauto Rent will issue an invoice for € 40 as penalty for the violation of the art. 7 g) of the General Rental Conditions and we will charge the amount due on the credit card given as a guarantee for the rental occurred." The total penalty charge is 280 euros. But the rental contract does not mention that the penalty for violation is counted per traffic fine. (please refer to the special rental conditions they published on their website, https://d2hm013y393d5t.cloudfront.net/filer_public/ba/28/ba28c697-b7f0-4587-b75a-c2c2beff94e7/special-rental-conditions.pdf) Actually they only need to provide my data to the competent authority one time only, but they charged me for 7 times for the penalty directly through my credit card without my permission and my agreement. Last time they requested me to pay for car damage and informed me in detail. After discussion and I paid for the damage by my credit under my authorization. So I don't know why they can charge me without my permission? And my credit card information is still in their hands, I don't know what they are going to charge me in the future without my permission and notice. I did send my complains through their customer service but there's no reply until now. Please let me know your opinions or what help I can get from you.

According to the Highway Code, we have sent your personal data to the authorities which will send the payment request directly to the address you have provided at the time of rental.Please get in touch directly to the competent authorities to receive more information about the fine upon receipt of the notification. Locauto Rent will issue an invoice for € 40 as penalty for the violation of the art. 7 g) of the General Rental Conditions and we will charge the amount due on the credit card given as a guarantee for the rental occurred.
